Sheff Wed Faces Serious Challenges, Declares Football Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The team's current difficulties represent a a "major concern" and the new football authority is aiming to acquire authority to look into club affairs in similar circumstances, its new chair the regulator has stated.

During an extensive discussion, the chairman, who was appointed on Monday, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four fan organizations representing the football team in recent days.

The football club have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," the regulator explained.

"Wednesday stands as one of the great brands for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take Wednesday and comparable cases submitted for our review if they need to be investigated and acted upon."

Economic Challenges and Ownership Situation

The team's struggling chairman the Thai businessman suggested earlier this year he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in March and May led to sanctions by the football authorities in June, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in August.

Regulator's Perspective

The regulator explained: "The position was created for the Owls followers, other clubs in similar situations where supporters are loyal to a local institution that has been part of their lives in many cases.

"I completely understand Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the followers."

When asked if the oversight body could require an owner to sell a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But the regulator clarified that forcing owners to sell clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"Our least desirable course of action is begin intervening in an particular organization, an particular chairman, without being able to work with that owner to try and resolve the problems affecting the organization and the owner's facing," Kogan said.

"In actuality, when you look back over the history of the sport, over the last 20 or 30 years there have been some owners, few in number, but particular people who have shown negligence in the manner they have operated their organizations and finally refuse to accept accountability for the future."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to lay out the remit of the authority recently and stated it constituted a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the significant advances achieved could disappear rapidly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we need to continue the progress.

"Substantial financial resources coming into football and has been channeled for the recent generations, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I completely endorse the achievement and development as an economic entity of the elite league.

"Being fully aware of the concern of undermining the top flight as an elite competition of the nation. But simultaneously, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, actually, they have been advising us privately they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "full inquiry" by the official appointments authority after he acknowledged providing funds to the Labour Party in recent years.

The chairman provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any type of partisan engagement."
