Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: positive announcements are released from various governments. Immense energy is devoted on restraining specific proposals. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "resolution".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every firing shakes the surroundings, shaking the windows. The brief panic quickly transforms into sober acceptance: possibly the hostile projectile won't strike its target this time, protecting urban areas from devastation and further power outages.
Ongoing Risks
Soon after, a heavy machine gun engaged a drone somewhere nearby, part of a defensive team – probably Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that European nations are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, no doubt, persist.
Strategic Calculations
It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does nothing to deter Moscow, through statements or actions, from believing that the current condition will not evolve additionally in its favour in the coming year.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but preventing a total frontline collapse until conditions improve in its favour.
Current Realities
Factually, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
